BHUBANESWAR:In a landmark move that could redefine the educational landscape of India, the Odisha Government has approved the Gyanodaya Shiksharu Samruddhi scheme, promising free education from Kindergarten (KG) to Postgraduate (PG) level in government and government-aided institutions. With an estimated budget of ₹5,467.55 crore over five years and an expected annual coverage of more than 32 lakh students, the initiative has emerged as one of the most ambitious public education reforms undertaken by any Indian state. The scheme is scheduled to be implemented from the 2026–27 academic session and seeks to remove financial barriers that often prevent children from completing their education.
Education has long been recognized as the most powerful instrument of social transformation. While Odisha has made significant progress in increasing literacy rates and school enrolment over the past two decades, challenges such as school dropouts, economic disparities, limited access to higher education and regional inequalities continue to affect educational outcomes. The Gyanodaya Shiksharu Samruddhi scheme attempts to address these issues by ensuring that financial hardship does not stand between a student and educational opportunity. One of the most remarkable aspects of the scheme is its comprehensive approach. Unlike scholarship programmes that target only specific social or economic groups, the initiative envisions an educational continuum from early childhood to postgraduate studies. Eligible students enrolled in regular courses at government and government-aided institutions will receive a complete waiver of admission fees, significantly reducing the cost burden on families. This policy reflects the state’s commitment to treating education as a public investment rather than a private privilege.
The potential benefits of such a policy are immense. Financial constraints remain one of the leading causes of school dropout, particularly among students from rural, tribal and economically weaker communities. Many families are compelled to discontinue their children’s education after secondary school because of rising admission costs, tuition fees, and other educational expenses. By eliminating these barriers, Odisha hopes to improve enrolment rates across all stages of education. The scheme also aligns with the broader vision of the National Education Policy (NEP) 2020, which advocates equitable access, universal education, multidisciplinary learning and lifelong educational opportunities. By supporting students throughout their educational journey, Odisha positions itself as a pioneer in implementing inclusive educational reforms that resonate with national priorities.
However, the success of the Gyanodaya Shiksharu Samruddhi scheme will depend not merely on waiving fees but also on maintaining and improving the quality of education. Access without quality may increase enrolment but fail to enhance learning outcomes. Government schools and colleges will require sustained investment in classrooms, laboratories, libraries, digital infrastructure, teacher recruitment and faculty development. Expanding access is only one side of the equation, ensuring meaningful learning is equally essential. Teacher availability remains another critical concern. Increased enrolment is likely to place additional pressure on existing educational institutions. Unless adequate numbers of qualified teachers are recruited and trained, larger class sizes may affect individual attention and educational quality. Similarly, higher education institutions may need additional faculty, research funding and academic resources to accommodate the expected increase in student admissions. Financial sustainability also deserves careful consideration. A commitment of over ₹5,400 crore demonstrates the state’s willingness to invest substantially in human capital. However, maintaining such expenditure over the long term will require prudent fiscal planning, efficient implementation and periodic evaluation. Transparent monitoring mechanisms will be essential to assess whether the intended beneficiaries are receiving support and whether educational outcomes improve over time.
The Gyanodaya Shiksharu Samruddhi scheme marks an important milestone in Odisha’s educational journey. Its vision extends beyond fee waivers to the larger goal of creating an inclusive knowledge society where every child, irrespective of social or economic background, has the opportunity to learn, grow and contribute meaningfully to society. If implemented effectively with sustained investment in quality, infrastructure and governance, the programme could become a national model for educational inclusion.As Odisha embarks on this ambitious mission, the true measure of success will not simply be the number of students enrolled but the number of lives transformed. Free education from KG to PG has the potential to reshape aspirations, reduce inequality and build a generation equipped with knowledge, skills and confidence.
