BHUBANESWAR: Laxman Hembram, Assistant Executive Engineer Harichandanpur Block in Keonjhar arrested for Forging Odisha Deputy Speaker Bhabani Shankar Bhoi Signature on Fabricated Official Documents for Transfer Bids
A case bearing Capital PS Case No. 473 dated 13.06.2026 registered under Sections:BNS (Bharatiya Nyaya Sanhita): 319(2), 336(3), 340(2), 3(5), 318(4), 338IT Act: 66 (c) on the basis of a complain filed by Niranjan Kumar Sha, Private Secretary (PS) to the Deputy Speaker, Odisha Legislative Assembly (OLA)
Accused Laxman Hembram, Assistant Executive Engineer (AEE), Harichandanpur Block, arrested was being transferred to Sadar Block, Sundergarh.
The press note also mentions AEE Miss Monalisha Behera of Banspal Block as involved in the alleged forgery, but only Laxman Hembram has been arrested so far.)
On 13 June 2026, the complainant (Niranjan Kumar Sha) submitted a written report alleging that: Laxman Hembram (AEE, Harichandanpur Block) and Monalisha Behera (AEE, Banspal Block) forged the signature of the Hon’ble Deputy Speaker, OLA. They used these forged documents to facilitate their posting/transfer to Sundergarh District.
Following the complaint, a case was registered. On 17 June 2026, Laxman Hembram was arrested in Bhubaneswar. He was interrogated but has not disclosed details about the forged documents prepared for the transfer.
This appears to be a case of official document forgery involving government engineers (AEEs) trying to manipulate their transfer/posting orders by forging the signature of a high constitutional authority (Deputy Speaker of the Odisha Assembly).Only one of the two named accused has been arrested as of the date of this press note. The case is under investigation by Capital Police Station, Bhubaneswar.
