BHUBANESWAR:The condition of research scholars in Odisha reflects a complex mix of aspiration, struggle, and structural challenges. While higher education in the state has expanded in recent decades, the lived realities of Ph.D scholars reveal deep systemic issues related to funding, infrastructure, supervision, and career uncertainty. This article critically examines the present situation of research scholars in Odisha, situating it within the broader Indian academic context

Research scholars play a crucial role in knowledge production, innovation, and academic development. In a state like Odisha, which is striving for socio-economic progress, the contribution of scholars is particularly significant in areas such as tribal studies, agriculture, education, and social sciences. However, despite their importance, research scholars often face multiple hardships that affect both their academic productivity and personal well-being.

Financial Constraints and Fellowship Issues

One of the most pressing problems faced by research scholars in Odisha is financial insecurity. Many scholars depend on fellowships such as UGC-JRF, NFSC, ICSSR, state stipends, or university funding. However, delays, inconsistencies and the absence of financial support have forced many scholars to struggle for basic survival, sometimes leading them to discontinue their research. At the national level, the situation is equally concerning. This financial instability directly impacts the quality and continuity of research.

Shortage of Faculty and Research Supervision

Another major challenge is the shortage of qualified research supervisors. Universities in Odisha, including Utkal University, face a severe faculty crunch. Nearly 44% of teaching posts have remained vacant, limiting the availability of PhD guides. This is especially problematic in science and interdisciplinary research where advanced equipment and financial support are essential. Scholars frequently have to rely on personal funds for fieldwork, travel, and data collection. This not only increases financial stress but also limits the scope of research topics they can pursue. The lack of institutional support discourages innovation and reduces the competitiveness of research output.

Administrative Delays and Bureaucratic Challenges

Administrative inefficiency is another critical issue. Addressing these issues requires coordinated efforts from universities, government agencies, and policymakers. Despite these challenges, there are some positive trends. The implementation of the National Education Policy (NEP) 2020 emphasizes research and innovation. New funding schemes, interdisciplinary research initiatives, and digital resources are gradually improving the academic landscape. To improve the situation of research scholars in Odisha, the following measures are essential: Timely and adequate stipend disbursement, Recruitment of qualified faculty and supervisors, Investment in research infrastructure and funding, Simplification of administrative processes and Creation of better career opportunities and industry linkages. A robust research ecosystem is essential for the intellectual and economic growth of Odisha. Ensuring the well-being and productivity of research scholars is not just an academic necessity but a societal imperative.
