BHUBANESWAR: An official complaint letter dated 11 June 2026 (No. 450/DSLA) from the Office of the Deputy Speaker, Odisha Legislative Assembly, Bhubaneswar, alleged that Miss Monalisa Behera, Assistant Executive Engineer, Banspal Block and Laxman Hembram, AEE, Harichandanpur Block in Keonjhar Forged Odisha Deputy Speaker Bhabani Shankar Bhoi Signature on Fabricated Official Documents for Transfer Bids.
Accused Individuals:Miss Monalisa Behera, Assistant Executive Engineer (AEE), Banspal Block (Keonjhar district). Sri Laxman Hembram, AEE, Harichandanpur Block (Keonjhar district).
Niranjan Kumar Sha, Private Secretary to the Deputy Speaker, Odisha Legislative Assembly, filed an FIR with Inspector-in-Charge (IIC), Capital Police Station, Bhubaneswar, Odisha.
Sha requested to register an FIR for: Forgery of the Hon’ble Deputy Speaker’s signature.Fabrication and use of forged documents. Unauthorized use of the official D.O. (Demi-Official) Pad/letterhead. Violation of the Information Technology Act. Misconduct/misuse of government service rules by two government servants
The two AEEs allegedly: Created forged documents bearing the fake signature of Deputy Speaker Bhabani Shankar Bhoi and the official D.O. Pad. Submitted these fake documents to the Panchayati Raj & Drinking Water Department. Did so with the intention of securing favorable transfers: Monalisa Behera to Bargaon Block and Laxman Hembram to Sadar Block in Sundargarh district. The Deputy Speaker’s office has confirmed that no such letters/documents were issued or authorized by them.
The letter emphasizes that this constitutes serious criminal acts, including forgery and potential conspiracy.The complaint was lodged at Capital Police Station, Bhubaneswar. An FIR has been registered against the two engineers on the basis of this complaint.
