BHUBANESWAR: ARCS Cuttack Circle has written to Branch Manager of Cuttack Central Cooperative Bank Ltd.,coming under the Kendrapara Circle asking to KCC Rules meticulously be followed during finance of crop Loan in favour of the Loanee members of PACS.
‘With reference to the subject cited above, I am to say that a series of allegation petitions are beingreceived from the farmer /members of the PACS coming under this Circle regarding irregularities /illegalitiesbeing committed at PACS and Branch level during the course of finance of crop loans in favour of theMembers of PACS and for which the higher authorities are annoyed a lot and on this issue, somefarmers/members are also taking the shelter of the higher Courts for necessary redersal. Keeping in viewof the above, it is hereby requested to observe the KCC Rules and guidelines and give special attention onthe following points meticulously during the course of finance of crop loan in order to maintain transparencyof accounts and avoid legal complicacy in future,’ ARCS said.
It asked that Steps be taken to finance crop loan in favour of Members coming under the area ofoperation of the PACS and have availed membership from the PACS concerned as per OCSAct, Rules and Bye laws. Crop loan should be financed in favour of the members basing on the sanctioned amount asper credit limit. In no case the amount of loan be exceeded to the sanctioned amount,a copy of the credit limit (sanctioned) be supplied to the undersigned after due approval in the Meeting of the Branch Committee in order to redressal of the allegation petition be receivedin future.During the course of sanction of crop loa’n in favour loanee members of PACS the Order of the Commissioner -cum Secretary to Govt. of Odisha, Cooperation Department issued from time to time be followed meticulously.
It said “ In no case, the farmer/member of PACS availed crop loan for more than one in a particular crop season. The Loanee members must be allowed to make transaction of his loan account through his KCC Pass Book, SBD Pass Book and being physically present in the Branch Bank and no third party be allowed to transact the loan account of any loanee members.The Form no 17 and 22 must be issued in favour of the PACS by the Financing Bank once. in a transaction date. NEFT / RTGS is not be allowed to transfer the loan amount of any member to other persons accounts. In case of new farmer /members intends to avail crop loan from the PACS, the following points to be taken care up for necessary consideration of the proposal if any comes for approval. a) be a member of the Society b) the farmer must be a land holder c) In case of Sharecroppe~/ Bhagachasi the consent of the land holder must be obtained in shape of bondd paper d) ~btam , d’ a of land stands in the name of the Ian owner an cropn consent of R.I. and ~AW regar mg are C f Certificate issued by the concerned Sub-Registrar cultivated in the applied land e),”
