Steps taken for upgradation of Craft Training Centres and ITIs, Says Dharmendra Pradhan

NEW DELHI/BHUBANESWAR: Union Minister of Skill Development, Entrepreneurship and Education, DharmendraPradhan in a written reply in the RajyaSabha on Friday said that the  Industrial Training Institutes (ITIs) are affiliated by the Directorate General of Training (DGT), an attached office of the Ministry of Skill Development and Entrepreneurship. However, day to day management and administrative control of ITIs remains with the respective State Governments or its’ managements. The respective state governments and the private management upgrade the ITIs as per the norms and need from time to time. In addition, the central government also aids the upgradation by providing financial aids through the following schemes:

Upgradation of existing Government ITIs into ModelITI under whichan amount of Rs.143.31 crores (including State Share) has been released for upgradation of 29 ITIs.

II. Enhancing Skill Development Infrastructure in North Easternunder which.Rs. 237.06 crore (Central Share) has been released for interaliaupgradation of 22 ITIs.

Skill Strengthening for Industrial Value Enhancement project also supports among other activities upgradation of it is for which Rs 284.80 crores has been released to 421 ITIs.

ITIs are for training the potential industrial workforce through long-term training programmes mainly, of 1 and 2 year duration. However, in case of surplus capacity they may be affiliated for conducting short term training programmes which can be customized among others also forexisting and workers of unorganized sector as per the contextual needs. In addition, 295 ITIs have been affiliated by the DGT for offering short term training programme under PradhanMantriKaushalVikasYojana 3.0.

Camps are being organized for orientation of candidates under Recognition of Prior Learning (RPL) component of Pradhan Mantri Kaushal Vikas Yojana (PMKVY). This mode is suitable where a certain group / cluster of candidates with particular skill sets are concentrated. These candidates are provided with a mandatory orientation of 12 hours. As on 10.07.2021, around 23 lakh candidates have been oriented in around 22 thousand RPL Camps across the country.

Under PMKVY, as on 10.07.2021, 1.37 crore candidates have been enrolled; Out of which, 1.29 crore candidates are trained/oriented.In order to enhance job opportunities, demand- driven skill training is being imparted in National Skill Qualification Framework (NSQF) aligned job roles developed by industry-led Sector Skill Councils (SSCs). Further, placement under the scheme has been linked with payout to training providers. The last tranche, i.e., 30% of total payout is being disbursed to training providers on ensuring placement of the candidates. Further, to enhance placement of the certified candidates, following support is provided under the scheme:

Conduct of Rozgar Melas with the support of Sector Skill Councils, training providers and implementing agencies. Post placement support of Rs. 1,500 per month per trainee is applicable for special groups (women, PwD, transgender). One-time placement travel cost up to maximum of Rs. 4,500 per candidate. Implementation of employer-led training model for captive placement; and Career progression support of Rs. 5,000 per candidate to training provider for every candidate who gets Rs. 15,000 per month job.
