BHUBANESWAR:  Since controversial IPS Officer of 1990 batch, Yogesh Bahadur Kurania’s name being discussed for the post of next Police DG of Odisha , several serious allegations are now started coming into fore day by day against him. Khurania’s close proximity with VK Pandian and DS Kutey led former coterie is known to all and with how the IPS officer even sometimes got promoted before his name got empanelled, also known to all.

After Khurania being sent back to Odisha prior to his completion of central posting in BSF as Special DG West, questions are now being raised about the honesty and integrity of this IPS officer.

Even Khurania’s ugly activities reached Prime Minister’s Office and as well as the office of Union Home Minister and National Security Advisor.  Even some uneasy scenes were also erupted during a meeting at NSA office, where Prime Minister Narendra Modi Government’s top five officers were present and both DG Nitin Agarwal and Special DG Khuarnia exchanged heated arguments leading to their premature home coming.

Special DG Khurania wanted to visit Amarnath Yatra without taking permission of DG Agawal for which they were faced off.

Both Khurania and ex BSF DG Nitin Agarwal were not in good terms and MHA taken a very bold step, which had not happened in past since the formation of BSF after the Appointments Committee of the Cabinet send back both Agarwal and Khurania to their respective States of Kerala and Odisha while issuing two separate orders, which also raised many eyebrows.

Sources also argued that due to personal fight between DG and Special DG of BSF, some Ex -Commanders of Pakistan’s Special Service Group ( SSG) successfully executed several terror strike, which can be gauged from the casualties.  ISI has been successfully ensuring infiltration of some ex commanders of Special Service Group to Jammu region.

At least 22 people, including 11 security personnel and a village defence guard (VDG) member, have been killed this year in such incidents in Rajouri, Poonch, Reasi, Udhampur, Kathua and Doda districts of             Jammu and Kashmir.

Allegations against Khurania that, as Special DG, he had completely failed to maintain the security policy and infiltrations and smuggling on Pakistan Border continues to rise, as a result of which, MHA taken such bold step.  Ex DG Agarwal was a close aid of Union Home Minister Amit Shah but he faced the music after PMO wanted action against both, highly placed sources said.

Khurania, as the special DG (West), was heading the formation of the force along the Pakistan border that runs for about 2,289 km along Jammu, Punjab, Rajasthan and Gujarat in India’s western flank. Interspersed with dense forests and mountainous terrain, the Jammu region accounts for 485 km of this border where Khuania has completely failed to check smuggling and infiltration.

Meanwhile, in Odisha. Khurania may face the ire of Sangha Pariwar read RSS , VHP and Bajarang Dal for his dubious role in  arrest of Bajarang Dal leader Dara Singh and his associate Gobardhan Mahanto, accused in 1999, Australian pastor Graham Staines and his two sons murder case.

The police party led by then SP Khuarnia had walked 11 kilometres on foot to reach Guhari, 170 km from Baripada, the district headquarters of Mayurbhanj, to arrest Singh from Thakurmunda forest in the Mayurbhanj-Keonjhar districts in February 2000. Dara Singh has not been granted even a single day of parole since then.

Sources said,  Khurania, who hails from Haryana State, is a left liberal with anti-Hindu attitude. During his posting at Mayurbhanj SP, he had arrested Dara Singh and his associate Gobardhan Mahanto, and ensured Dara Singh’s life conviction. Khurania was instrumental in torture of Mahanto community and harassing them day and night by making raids. Torturing the people for information and hounding of Hindutva forces was his trait in his police career.

This anti-Hinduism was again exposed when he sought and got posted as BSF in charge on eastern border at Kolkata. Under his control cow traffic in through  Dalals increased and BSF earned a bad name. The whole border from Bengal to Tripura was used as transit points for smuggling of cow to Bangladesh for slaughtering.

As per seniority , 1988 batch IPS Arun Ray, Director Printing, Stationary and Publications,  1989 Batch, AM Prasad, recently posted as Special DG CRPF and SM Naravane, OSD Home in race for DG. If these 3 not make into as per UPSC and Supreme Court guidelines, then comes 1990 batch IPS officers including incumbent DGP Arun Sarangi, YB Khurania, just returned to Odisha and Dr Sudhanshu Sarangi, DG Fire Service and Civil Defence.

DGP Arun Sarangi’s performance at State Police Headquarters since his joining remained out of controversy and he successfully conducted general elections, which was also praised by the Election Commission of India. Drug Trafficking, Economic Offences, Wildlife Crimes have considerable came down in Odisha for DGP Arun Sarangi’s pro-active role.
