BHUBANESWAR: The BDOs of Dhamnagar and Tihidi in Bhadrak district have been transferred by the Odisha government ahead of the by-poll to the Dhamnagar Assembly constituency slated for November 3 . Laxmipur Tehsildar Banabihari Dinda will be posted as BDO in Dhamnagar while Kesinga tehsildar Jyotirmaya Kar will join as Tihidi BDO.
The by-poll to Dhamnagar Assembly constituency was necessitated following the death of incumbent BJP MLA Bishnu Sethi.
Sources said, even as the Model Code of Conduct has come into effect for Dhamnagar bypoll, BDOs of Dhamnagar and Tihidi – the 2 blocks which constitutes Dhamnagar Assembly constituencies – have been transferred.
The Model Code of Conduct (MCC) clearly reads, “There shall be total ban on transfer and posting of all officers/ officials directly or indirectly involved with the conduct of elections.” The MCC further reads, “If any transfer or posting of an officer is necessary, prior approval of the Commission is obtained.”
Why the Odisha government ordered the transfer of two BDOs in a wearing thin ahead of Dhamnagar bypoll? Has the State government taken the approval of the State Election Commission? Is it not a violation of Model Code of Conduct? Asked senior scribe Saswat Panigrahi.
