KORAPUT:In a major blow to the banned CPI (Maoist) organization, one underground ACM
ranked CPI (Maoist) namely Mamata Podiami @ Mamita @ Soni, D/o. Gangalu Podiami,
Vill. Lingapuram, GP- Maratbaka, PS- Pamed, Dist- Bijapur, Chhatishgarh surrendered
before Koraput Police.
The surrender took place in presence of D.I.G of Police, SWR, Koraput, D.I.G., BSF, SHQ, Koraput, S.P., Koraput, Commandant, BSF and SDPO, Jeypore.
During the surrender, the ACM cadre also laid down one SLR along with 10 no. of
ammunitions. The surrendered cadre formally renounced violence, severed all links with
extremist activities and opted to join the mainstream of society, expressing faith in the
democratic process.This surrender marks a major setback to CPI (Maoist), significantly eroding its leadership, morale and operational strength.
INVOLVEMENT IN MAOIST CASES
Bijapur District (C.G.) (01)
1. Katekalyan PS Case No. 28/2023 Under section 147, 148, 149, 307 IPC, 25, 27
arms act, 4, 5 explosive act , 13 (1), 38 (2), 39 (2) UAP Act.
Furthermore, she is also involved in many other E.o.F (Exchange of Fire), Anti-Govt. and
Anti National activities in the bordering areas of Odisha and Chhattisgarh, whose
verification is going on.
Main Reasons for Surrender:
● The regular appeals made by Shri Mohan Charan Majhi, Hon’ble Chief
Minister of Odisha, State Police leadership urging CPI (Maoist) cadres to
return to the mainstream by abandoning the violence, and participate in
the development and welfare of the State and its people.
● Increased and sustained pressure by Security Forces.
● Disillusionment with the ideology, leadership vacuum, lack of local support.
● New Surrender-cum-Rehabilitation Policy of the Odisha government.
● The combined effect of these factors has driven many cadres to sever their
association with the CPI (Maoist) organization and choose surrender and
mainstreaming. This decision reflects a deliberate and pragmatic
acceptance of the Government’s surrender and rehabilitation policy, and a
clear renunciation of violent extremism in favour of development, peace,
and a law-abiding life.
Rehabilitation and Financial Benefits
As per the Odisha’s Government’s Rehabilitation Policy, surrendered cadre would
receive following amount based on her ranks
In addition, as per Odisha’s new surrender-cum-rehabilitation policy, incentives
are admissible for surrender of arms:
For today’s surrender of one (01) UG Maoist cadre along with weapon,
carry the total reward amount of Seven Lakh Fifteen Thousand
(Rs.7,15,000/-) rupees only.
● An interim relief of ₹50,000/- has now been handed over to the
surrendered cadre.
● The following additional benefits will also be extended as per the State’s
rehabilitation and reintegration policy.
● Provision of a house under Antyodaya Gruha Yojana (AG)
● One-time Marriage Incentive of Rs. 25,000/-.
● The surrendered cadre will be enrolled free of cost in short-term skill
development programme. A stipend of Rs. 10.000/- (Rupees Ten Thousand
only) per month will be provided for a maximum period of 36 months.
● Health Card under Policy of the State Government or Central Government,
● The surrendered cadre will be provided with the free ration / subsidized
ration under Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY),
Antyodaya Anna Yojana or any other similar Policy.
● The Odisha State Police Department assures that all entitled benefits will
be provided promptly, enabling the surrendered cadres to rebuild their
lives with dignity and security.
After her surrender Koraput is now naxal-free district.
E. Appeal of Odisha Police:
On behalf of the Odisha State Police Department, the DGP, Odisha, appeal to the
CPI (Maoist) cadres and leaders to come out and join the mainstream society and
assures that all underground CPI (Maoist) cadres who choose to surrender will
receive full support, protection, and assistance under the Odisha Government’s
comprehensive rehabilitation and reintegration programme, enabling them to
rebuild their lives in a peaceful, dignified, and meaningful manner.
