BHUBANESWAR:  Odisha’s Koraput Congress MP Saptagiri Ulaka on Monday moved an Adjournment Motion in the Lok Sabha seeking a discussion on the death of Soumyashree Bisi a student from Fakir Mohan  Autonomous College in Balasore  in the State.

“ The gravity of the matter demands the immediate attention of this House , not to fix accountability on those responsible for this institutional failure but also to ensure that concrete steps ( time bound supervised investigation , suspension of negligent officials, mandatory campus safety audits, ICC constitution, POSH compliance , surveillance 24X7 confidential digital complaint and tracking platform  rapid harassment response protocol with 72 hours protective mandate, trauma counselling, witness and victim’s family protection, and fast track with monitored times lines) are taken to prevent recurrence of such tragedies,” Congress MP Ulka urged.

“This incident has sent shockwaves across the state and the country, exposing the systemic apathy, lack of accountability and the absence of effective grievance redresssal mechanisms in educational institutions. It reflects a serious failure of governance and a violation of the duty of care owed to students by educational institutions and the state,” MP Ulaka argued.

Bisi, a 20-year-old B.Ed student from Fakir Mohan (FM) Autonomous College in Balasore, tragically succumbed to her severe burn injuries at AIIMS Bhubaneswar on the night of July 14, 2025, at 11:46 PM.

Soumyashree had suffered over 90 percent burn injuries and was initially rushed to Balasore Medical College before being transferred to AIIMS Bhubaneswar for advanced treatment. Despite extensive efforts by a team of specialists at the Burns Centre ICU, including IV fluids, antibiotics, intubation, mechanical ventilation, and renal replacement therapy, she could not be revived.
