Odisha EOW arrested IT Graduate from Bihar’s Siwan in connection with Gramin Rojagar Kalyan Santhhan Fake Job Racket

BHUBANESWAR: Economic Offences Wing of CID-CB of Odisha Police, Bhubaneswar arrested another accused AmitKumar Singh, a native of Kasdeora, Maharajganj under Dist-Siwan, Bihar,on15.03.2023 from Maharajganj in EOW PS Case No.05 dt.25.01.2023 U/s420/467/468/471/120-B IPC r/w Sec.66 (C) of IT Act.

The arrested accused wasproduced before the Hon’ble Court of ACJM-6, Siwan, Bihar on the same day andbrought on transit remand for his production before the Hon’ble Court of SDJM,Bhubaneswar.The arrested accused being an IT Graduate, is the developer of thewebsite i.e. www.grks.org of “Gramin Rojgar Kalyan Sansthan” for floating the fakeadvertisement for job. Apart from creating, he was managing the website byupdating it from time to time. Besides, he was liaising with different paymentgateways like Cashfree, Razorpay, Bharatpay etc. for maintenance of wallets of“Gramin Rojgar Kalyan Sansthan” with them. He was also responsible for giving theadvertisement of the fake job racket in social media like facebook.

He was providingthe technical support to the job racket knowing it well to be fake and was getting thelucrative benefit from the account of Gramin Rojgar Kalyan Sansthan i.e. Rs.40,000/-per week.He is one of the main accused persons associated with the fake jobracket and was providing the technical support to the racket operating in at least 17States i.e.Madhya PradeshChattisgarhUttarakhandRajsthanOdishaTamil Nadu

Andhra PradeshTelanganaWest Bengal Assam, Himanchal Pradesh Kerala, Karnataka, JharkhandPunjab, Haryana, Gujrat. The “Gramin Rojgar Kalyan Sansthan” is having its registered office in NewDelhi and other offices in Mumbai, Bhopal and Dehradun.

The scamsters had developed the website resembling a Govt websitedisplaying the Govt like job advertisements. “Gramin Rojgar Kalyan Sansthan” (GRKS) invited application for various jobslike District and block coordinator, computer operator, block surveyor etc.prescribing the educational qualification and the remuneration for theindividual posts. The advertisement also contained the name of the websitewww.grks.org, and the job seekers were required to submit their applicationthrough web only.

 To gain the confidence of the job seekers they also offered reservations andconcessional fee as it is done for Govt job.5. They also give advertisement in local newspapers like1) Dharitri & Samaj (Bhubaneswar)2) Anandabazar Patrika & Bartman (Kolkata)3) Hindustan & Dainik Jagaran (Dehradun)4) Amar Ujala (Shimla)5) Malayala Manorama (All Kerala)6) Eenadu (All Andhra Pradesh and Telegana) Patrika (All editions of Rajasthan)6.

They used to conduct online exam and interview too. In the website they used to give syllabus for each post.8. In their website they also warn the job seekers about Job Fraud. Being attracted by such advertisement which resembles to that of theGovernment, lakhs of unemployed youths across the nation applied for theposts from 2020 onwards by paying the required application fees. The applicants although were being made to sit in the online examination butnone of them was being given appointments and were deliberatelydisqualified.

In this way, GRKS was misappropriating the application feesamounting to Crores of rupees from the gullible job seekers. The amountscollected from the candidates were being landed in different accountsultimately controlled/managed by the fraudsters.They used to conduct fake scholarship online exam too. The scamsters were using many shell/ sister companies for routing and moneylaundering the ill-gotten money. Like:GURBA EDUTECH PRIVATE LIMITED, New DelhiAMOGH SEVA FOUNDATION, New DelhiUDYAMIT SEVA SAMITI FOUNDATION, New DelhiYOTTA EDUTECH PRIVATE LIMITED, New DelhiJPM INNOVATIVE SOLUTION PRIVATE LIMITED, New DelhiAugstya WebSUMITRA PRODUCTION, MumbaiAs of now transaction/ fraud/money laundering of about Rs.6.6Crores has been traced to have been cheated from more than 40,000 job aspirantsacross the nation.

One laptop suspected to be containing some incriminatingmaterials relating to the fraudulent activities of Gramin Rojgar Kalyan Sansthan hasbeen seized from the possession of the accused Amit Kumar Singh.Earlier, main accd. Dharmpal Singh and his associate Jairam Tiwarihave been arrested and forwarded in this case. They are still in judicial custody.Further investigation is on.ADVISORY➢ The general public especially the job seekers while coming across such type ofadvertisements for job should verify the authenticity of the advertisement atleast from the concerned department of the Govt.➢ They can also verify the details of the agency floating such advertisements withregard to its status, functioning and limitations.➢ The used logo/website in the advertisement should be cross checked with theauthentic sources.➢ If they suspect any such advertisement for job, they should bring it to the noticeof the nearest Law Enforcement Agency.* * * * *Toll free No.18003457103
