RANCHI:  A similar case of irregularity has come up in the second tender, regarding which Jharkhand Contractors Association secretary Sandeep Tiwari has met the departmental minister Dr Irfan Ansari and lodged a complaint.

It should be noted that the Government of India has made a provision to take manpower services from outsourcing agency for running the central scheme in the Panchayat Raj department of the states, on the basis of which the Panchayat Raj department of the state had issued tender last year, but the officers of the department had tampered with the tender by colluding with some agencies.

This mess was raised loudly by Jharkhand Contractors Association, after which the department cancelled the tender and published it again after a few days but the departmental officers have developed a rapport with some agencies that they are ready to take any decision for them by keeping all rules and regulations aside.

A similar case of irregularity has come up in the second tender, regarding which Jharkhand Contractors Association secretary Sandeep Tiwari has lodged a complaint with the departmental minister Dr Irfan Ansari. In this regard, Sandeep Tiwari said that the tender mentions the selection of a total of three agencies but five agencies have been selected.

Among these five agencies, there is one agency which was unsuccessful in the financial part of the tender but due to the kindness of the departmental officers, that agency was not only declared successful but also more than 80 blocks out of the 264 blocks of the state were allotted to it. As per the rules, after dividing the blocks among the five agencies, all the agencies should have been allotted approximately 52 blocks.

An even bigger scam is that the other three agencies have been allotted areas according to their choice while only one agency has been allotted 27 blocks out of 264. The division of areas by the department itself tells the whole story of scam.

Sandeep Tiwari said that the association is taking this matter very seriously and has demanded from Minister Dr. Irfan that he should take the trouble of giving equal rights to all agencies by taking a fair decision. Mr. Tiwari said that he has no objection to the selection of five agencies because it is a matter of discretion of the department but discrimination against any agency will not be accepted.

If we talk about districts, while all four agencies have been allotted five districts each, the agency which has got the least number of blocks has been allotted only four districts. The number of districts does not matter, if the department takes an honest decision, it can divide the number of blocks or manpower by making slight variations.
