BHUBANESWAR: Externment Order against delinquent Aburu @ R. Udaya Kiran (20) Issued by Commissioner of Police, Sri Sanjeeb Panda, Bhubaneswar-Cuttack.
In exercise of powers conferred U/s 46 of the Orissa Urban Police Act, 2003, Commissioner of Police Sri Sanjeeb Panda has issued an externment order against Aburu @ R. Udaya Kiran (20), S/o R. Ganesh of Mochi Sahi, Old Station Bazar, under Laxmisagar Police Station jurisdiction, Bhubaneswar Urban Police District (UPD). This action was necessitated by his continuous involvement in criminal activities by violating court order , that endanger public safety and peace in the area.
Criminal Activities:-
Aburu @ R. Udaya Kiran is a habitual offender with a long history of committing violent and forceful offenses under Chapters XVI, XVII, and XXII of the Indian Penal Code (IPC). Since 2020, he has been involved in at least eight cognizable offenses, along with multiple unreported criminal acts. His presence in the Laxmisagar area has been causing unrest, chaos, and fear among residents. Despite legal actions and being bound U/s 110 CrPC, his criminal activities have persisted, creating a dangerous environment.
Criminal Cases against delinquent:-
1.Laxmisagar PS Case No. 72, dated 02.03.2020 (U/s 341/323/294/384/354/34 IPC):-Involvement in offenses related to assault and harassment.
- Laxmisagar PS Case No. 213, dated 06.07.2021 (U/s 52(a) Orissa Excise Act):-Engaged in illegal activities under the Orissa Excise Act.
- Laxmisagar PS Case No. 300, dated 23.09.2021 (U/s 379/34 IPC):-Involvement in theft and related offenses.
- Laxmisagar PS Case No. 356, dated 07.10.2022 U/s 323/506/294/34IPC in further criminal acts.
- Laxmisagar PS Case No. 324, dated 12.08.2023 (U/s 341/294/323/307/506/384/34 IPC):-involving attempt to murder, assault, and extortion.
- Laxmisagar PS Case No. 452, dated 21.11.2023 (U/s 342/387/323/294/506/34 IPC):-Involved in kidnapping, extortion, and violent acts.
- Laxmisagar PS Case No. 454, dated 22.11.2023 (U/s 323/387/294/506/34 IPC):- Engaged in extortion and assault.
- Laxmisagar PS Case No. 456, dated 23.11.2023 (U/s 21(b) NDPS Act):-Involved in the sale of narcotic drugs.
- Laxmisagar PS Non-FIR No. 17/2023 (U/s 110 CrPC):- Repeated legal action taken to bind him down had no impact.
Despite his release on bail on 12.10.2023, Aburu @ R. Udaya Kiran continued his criminal activities, which led to Breach of Bond U/s 110 CrPC.
Recent Antisocial Activities:-
In 2024, he has been involved in several antisocial acts, as evidenced by Laxmisagar PS SDE No. 07, dated 06.04.2024, reflecting his continued involvement in criminal activities in the Laxmisagar area.
Threat to Public Safety:-
Aburu @ R. Udaya Kiran’s continued presence in the locality has created an atmosphere of fear and unrest, particularly in the Old Station Road and Chintamaniswar areas under Laxmisagar PS jurisdiction. His violent acts and intimidation have disrupted the peace and tranquility of the region. Despite repeated legal measures, he remains a threat to society and is considered too dangerous to be allowed to remain in the Bhubaneswar UPD.
Externment Order:-
Given his habitual criminal behavior and the threat he poses to the community, Sri Sanjeeb Panda, Commissioner of Police, Bhubaneswar-Cuttack, has ordered the externment of Aburu @ R. Udaya Kiran under Section- 46 of the Orissa Urban Police Act, 2003. He is directed to remove himself from the jurisdiction of Bhubaneswar UPD to maintain peace and public safety in the region.
This externment order passed by Sri Sanjeeb Panda , commissioner of police, twin city to restore normalcy and prevent further harm to the public caused by his continuous criminal activities.
