BHUBANESWAR/CUTTACK: On the second day of the 62nd Senior Police Officers Conference, 2020, deliberations on several policing subjects were made by Senior Officers of State Police as well as eminent guest speakers.
On Monday, General Bipin Rawat, Chief of Defence Staff of India delivered the keynote address at the 62nd Senior Odisha Police Officers’ Conference. In his address General Rawat termed the Police as pioneers of Security, being the most visible representatives of Government and first responders during any crisis. Appreciating the performance of Odisha Police, General Rawat stated that,
“Odisha Police has earned very high standards of Law & Order in the state … a fairly low crime rate .… and have succeeded in tackling the challenges of LWE with good results in close coordination with all other Central Armed Police Forces operating in the region.”
Explaining how our geo strategic environment was rapidly changing, he stated that the fallout of events such as climate change, deglobalisation, regionalization, popular protests, trade wars and such other developments has raised the risks of destabilization and disruptions. Also asymmetric warfare has brought in greater challenges.
In this background he viewed the role of police in ensuring internal stability as critical and expressed that the deliberations in the 62nd conference would help the police leaders to look to the future as guardians of internal security in order to face the challenges ahead.He concluded with a hope that Odisha Police will continue to be the pillar of strength, security and confidence for all the people of Odisha.
Noted activist, author and social scientist Ms. Kamala Bhasin gave a passionate address on Gender Sensitive Policing. She highlighted the prejudices and biases that affect the behaviour of society and Police, and urged Senior Police Officers’ to address discrimination in their day to day policing. Ashok Parija Advocate General of Odisha also interacted with the Sr. Officers wherein legal issues related to Police works were discussed threadbare.
In a session on “Using CCTNS to facilitate 5T” focused on computerisation, data analyses & paperless policing, discussions were centred around creating a database relating to crime & criminals. Also strategies for easy accessibility of relevant information for detection of crime and increased automation to reduce paper work were discussed. Greater application of the “Arakhi” App which has been developed with a view to help Policemen improve their efficiency has also deliberated upon.
Presentation and discussions were also held on Offences against SC/ST, Women and Children to fine tune SOPs & improve investigative response in crime against SC/ST, Women and Children.
A focused session on “Rating of Police Stations and Police Performance: A 5T initiative” was also held wherein parameters for rating Police Stations and Police performance were deliberated.Issues related to Coastal Security, Housing and Modernisation of Police and 5T Policing will be discussed later.
