BMC Chalks out Action Plan to Tackle Heat-wave

BHUBANESWAR:  Ahead of summer season city authority sits to plan precautionary measures to be adopted. In this perspective a meeting chaired by Mayor Sulochana Das in presence of Commissioner Sri Vijay Amruta Kulange discussed on preparation of a realistic plan for Bhubaneswar Municipal Corporation.

Based on geographical situation urban heat spot plotted on map was discussed in the meeting. Based on IMD data temperature status of previous seasons were presented to hgelp support for current planning. 44.2 degree Celsius 31ST Mar -2021  Bhubaneswar.  The planning should all shades of population in the city and line departments need to extend their support to prevent casualties. Water kiosks required and regular water kiosks need to be ready by the time; told Mayor Smt. Das. She also instructed to repair and ensure water ATM functionality, if any. To manage any heat cramps and related situation that has impact on city lives health centres and casualty management plan needs to be published to defend panic thoughts of citizens, she advised.

Referring Hon’ble Mayor’s instruction, Commissioner told subsection wise plan in BMC and line departments’ preparatory need to be submitted soon. He stressed on particular sect of population like masons and daily labour like people who work under the sun for their bread need to be checked. Instead of working in mid hour like 12 to 3 pm their working hour need to changed. After having section wise plan an SOP will be prepared for citizen awareness. Area wise RWAs , SHGs and social organisations will be requested to support the  initiative.

Mainstream media, social media and mid media vehicles will be used to make people alert about any alarming situation and adopting preventive measures. He also suggested forming of a team to check food and water quality citing views of Hon’ble Mayor.

As instructed, in a week concerned officers will share their plans to arrive at a final plan beforehand.

Today’s preparatory meeting was attended by sr. officers like Addl. Commissioner Suryawanshi Mayur Vikash, Dy. Commissioner Health Suvendu ku. Sahoo, Zonal Dy. Commissioners Priyabrat padhi and Ravinarayan Jethi , Chief Municipal Medical Officer, City Health Officer, representative from watco and TPCODL.

As per India Meteorological Department (IMD) heat wave is a condition of air temperature which becomes fatal to human body when exposed. Quantitatively, it is defined based on the temperature thresholds over a region in terms of actual temperature or its departure from normal.

In certain countries it is defined in term of the heat index based on temperature and humidity or based on extreme percentile of the temperatures.

Heat wave is considered if maximum temperature of a station reaches at least 40°C or more for Plains and at least 30°C or more for Hilly regions.
